Sino-French Economy and Trade
The economic and trade cooperation between China and France is highly complementary and enjoys huge potential for cooperation. French culture
French culture refers to France and the culture created by the French. France is a country full of culture and art, and in French culture, their literature, film, painting, architecture, etc., make people think again and again. For hundreds of years, France has been one of the cultural centers of Europe and the world.
France is serious about culture. Writers, artists, dress designers and intellectuals all have a high place in French society. In the 1960s, the French government allocated large sums of money to establish a vast network of local cultural centers. Subsidies are often also available for experimental art and design. The French are proud of their cinema heritage and determined not to be subjugated by Hollywood. In other respects, the music industry is largely French-speaking to preserve the original spirit, and the Moulin Rouge has been a part of local culture since 1889, famous for its cancan dance. Avant-garde art, literature and modern architecture enjoy strong support in France.
Literature and Art
The earliest French literature dates back to the 11th century. The Song of Roland, whose author is unknown, is one of the earliest French epics. Other epics in a similar form include Beowulf in England and the Song of the Nibelungen in Germany. Other writers engaged in pure literature that had nothing to do with the propaganda of ideas. Several novels appeared, including Gil Blass by Alain Rene Lesarge (1668-1747) and Manon Rescoe by Rabbi Plavo (1697-1743). The most important French writer of the 18th century was the Swiss-born Jean-Jacques Rousseau (1712-1778). His works advocate the rationality of human natural virtue and instinct and attack the decadence of social civilization.
Three classical French playwrights, Corneille, Racine and Moliere, were active in the 17th century. Moliere's comedy satirizes human frailties, while Corneille and Racine specialise in poetic tragedy. The 18th century saw the emergence of two great rom-coms, Beaumarchais and Marivos, and Beaumarchais's "The Barber of Seville" and "The Wedding of Figaro", both of which were later adapted into operas. Some of the most popular plays of the 19th century were written by Victor Hugo. In the 20th century, Anauer wrote about genteel philosophical comedies.

7.1 What are the regulations and policies on foreign trade?
7.1.1 Trade authorities
The department responsible for trade in the new French government is the Ministry for Europe and Foreign Affairs.
7.1.2 Trade legal system
France is one of the important member states of the European Union, implementing the EU foreign trade laws and regulations and management system. Article 133 of the EC Treaty is the legal basis for the implementation of the common trade policy. The Nice Treaty, which entered into force on 1 February 2003, extended the common trade policy to cover trade in services, intellectual property and investment. On December 13, 2007, the 17 countries of the European Union signed the Treaty of Lisbon. Article 188C of the Treaty replaced Article 133 of the original Treaty of the European Community. The Treaty of Lisbon entered into force on January 1, 2009.
In accordance with the common foreign trade policies and regulations formulated by the European Union and the obligations committed in other international organizations and agreements, France promulgates administrative regulations and formulates specific foreign trade policies and measures. Restricted by the common trade policy of the EU, France cannot sign trade agreements with third countries alone, and the international trade agreements signed between the EU and third countries are directly applicable to France.
7.1.3 Relevant provisions on trade management
In the management of foreign trade, the French government generally adopts the administrative means of indirect intervention, but sometimes it also directly intervenes through the promulgation of laws, decrees and notices to importers and exporters, adopting different guidelines and policies in different periods.
As for the import of some special goods, France continues to implement its import control measures in accordance with the relevant EU regulations. Some French functional departments involved in economic and trade management maintain direct contact with relevant institutions of the EU headquarters, conduct regular consultations, and timely deal with technical problems arising in the process of foreign trade management. The French legislation, the latest news of the EU foreign trade regulations and the regulations governing French import trade, which have been translated from the EU directive trade regulations, are published through the French Official Gazette.
The French government implements the policy of encouraging export, and the general commodities can be exported freely. Only a few products are subject to export management, such as subsidies for the export of agricultural products, and the export of military equipment, high-tech products and nuclear technology equipment.
7.1.4 Inspection and quarantine of import and export commodities
France is very strict with the quality and safety requirements of import and export commodities, and has formulated a series of corresponding inspection and quarantine regulations and effective control measures. These regulations and measures apply not only to imported goods, but also to goods produced in France for export and to all goods placed on the French market.
[Inspection Standards for Import and Export Commodities] At present, France mainly adopts the following three inspection standards for import and export commodities:
(1) International standards: mainly refers to the standard ISO 9000 developed by the International Organization for Standardization (ISO). France does not force companies to comply with the international standard, and companies have the right to choose voluntarily whether to apply for the certificate.
(2) EU standards: there are more than 3,300 product quality standards in the EU. The EU requires each member state to revise its own quality standards gradually, so as to harmonize them with the EU standards, and to launch the EU quality standard label, namely the "CE" standard label. According to the regulations of the EU, the EU quality standard is only the basic standard that has been reached in quality and safety of a certain product, and the current corresponding standard in each member state can only be higher but not lower than the EU standard.
(3) French Standard (NF for short) : Born in 1947, it has 17,700 quality standards for various products. The authority that issues the "French Standard" label is the French Association for Standardization
(AFNOR). According to the regulations, where has obtained the French standard label of the product, can directly apply for the European Union "CE" standard label, do not need to make any test of the product, just go through simple procedures.
7.1.5 Customs management rules and regulations
France implements the EU's uniform tariff rate and administration system. The most basic regulation is the Council Regulation (EEC) No. 2658/87 on Tariffs and Statistical Terms and Common Customs Tariffs of the European Union (1987), In addition, there are Council Regulation (EEC) No. 2913/92 (1992) on the establishment of the EU Customs Code (hereinafter referred to as the EU Customs Code) and Commission Regulation (EEC) No. 2454/93 (1993) on the implementation of the EU Customs Code (LT).
The tariff classification of the EU adopts the group code (CN code) based on the Harmonized Coding System of the World Customs Organization. The EU publishes an updated tariff table annually in the form of Commission rules.
The EU gives one-way tariff preferences to developing countries, including agreed tariffs and the Generalized System of Preferences (GSP) for African, Caribbean and Pacific countries, as well as reciprocal arrangements under free trade area agreements (e.g., EFTA countries, Mexico, Chile, South Africa).
The French tax law stipulates that export goods are taxed at zero rate. Applicable to zero tax rate of goods in any link do not have to pay VAT, that is, completely exempt; If tax has already been paid, a refund may be made. This is one of the important means for the French government to encourage exports.
France's import tariffs on major goods range from 7 percent to 14 percent. Tariff information can be found at ec.europa.eu

A brief introduction to the France-China Commission
Comite France-Chine was founded in January 1979 by the French employers' association, the French Centre for Foreign Trade and the Paris Chamber of Commerce and Industry. Its main task is to promote the development of economic and trade relations between China and France. Provide and introduce information about China's economic and trade development to French enterprises. It has more than 120 members, including some big enterprises, big banks and famous law firms that have had economic and trade relations with China for many years. Since its establishment, the committee has done a great deal of work to strengthen bilateral economic and trade relations. It receives many Chinese delegations visiting France and organizes French enterprises to visit China.
